LAP3 explained: what does it mean for your waste?

LAP3 stands for the third National Waste Management Plan: the policy framework that determines how waste is to be managed and processed in the Netherlands. For businesses with waste streams it is important to know what this plan entails — it sets the minimum standard for processing your waste.

What is the LAP?

The National Waste Management Plan sets out Dutch policy for waste prevention and waste management. For each waste stream, the plan specifies the minimum processing method required, based on the waste hierarchy: prevention, reuse, recycling and — only as a last resort — incineration or landfill.

Minimum standards (CMPs)

Many waste streams are subject to a minimum standard, laid down in so-called "CMPs" — capacity-monitoring and processing standards. These determine the minimum quality of processing. A processor may therefore not process your waste to a lower standard than prescribed. This ensures that as much material as possible is reused or recycled.
